Topic: The FCC’s New Healthcare Connect Fund

Maggie Elehwany, NRHA, will bring an update on news from Washington, DC relevant to rural health networks.

Linda Oliver and Christianna Barnhart of the Federal Communications Commission will describe the new FCC program, Healthcare Connect Fund, which promotes the creation and growth of broadband health care provider networks by providing a 65 percent discount on the cost of broadband connectivity for public and not-for-profit eligible providers. They will discuss such aspects of the program as eligibility, timeline, and how to apply, as well as describing the telehealth benefits such networks have created under the FCC’s Pilot Program.

Maggie Elehwany

Government Affairs and Policy Vice President

Maggie joined the NRHA staff in 2007. She is the head lobbyist for the association and is responsible for the Government Affairs and Policy department. She has 14 years of federal legislative experience. She previously served as health counsel to U.S. Sen. Lisa Murkowski, a member of the Senate Health, Education, Labor and Pensions Committee, and to U.S. Sen. Frank Murkowski, a member of the Senate Finance Committee, where she worked on comprehensive Medicare and Medicaid legislation. Maggie also served as counsel to former U.S. Senate Finance Committee Chairman Bob Packwood. From 1999 to 2005, she served as assistant director of congressional affairs for the American Medical Association, where she advocated on patient and physician issues.

Maggie earned a J.D. from the University of Oregon and a B.A. from Oregon State University.

Linda Oliver

Deputy Chief, Telecommunications Access Policy Division
Wireline Competition Bureau
Federal Communications Commission

Linda Oliver leads the Federal Communications Commission’s rural health care team, and serves as Deputy Chief of the Telecommunications Access Policy Division of the FCC’s Wireline Competition Bureau. Prior to re-joining the Commission in the fall of 2010, Linda practiced communications law for many years at a large law firm in Washington D.C. Linda began her legal career in the FCC’s General Counsel’s Office and then served as legal advisor to FCC Commissioner Ervin S. Duggan from 1990-1994. Linda is a graduate of Yale University and received her J.D. from Georgetown Law Center.

Christianna Lewis Barnhart

Attorney Advisor, Federal Communications Commission

Christianna (Christi) is an Attorney Advisor on the Rural Health Care team in the FCC’s Wireline Competition Bureau’s Telecommunications Access Policy Division. Before coming to the FCC in 2011, she was an associate at two large law firms in Washington, DC, where she advised clients on matters related to telecommunications and intellectual property. She is a graduate of James Madison University and American University Washington College of Law.
